Relating to the award of grants by the Texas Workforce Commission to facilitate the participation of certain veterans and military personnel in apprenticeship training programs.

Fiscal Notes

Estimated Two-year Net Impact to General Revenue Related funds for HB 2307, as Introduced: a negative impact of ($600,000) through the biennium ending August 31, 2021. 

The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill. 

Bill Analysis

HB 1884 would require the Texas Workforce Commission to develop and administer a program under which the commission may award grants to one or more nonprofit organization that helps veterans and active-duty military members participate in apprenticeship training programs in Texas.

Vote Recommendation Notes

Programs of the nature considered by this legislation are noble endeavors. However it is best for programs that are run by nonprofit organizations to be funded through charitable contributions from private individuals rather than by the state. Texas Action opposes HB 1884.
