HB 1861 is a bracketed bill which would exempt San Antonio Water Systems (the municipally owned water utility for San Antonio) from a requirement that certain interlocal contracts be approved by the governing bodies of each party to the contract. 

Vote Recommendation Notes

Texas Action is opposed to HB 1861 on the principle of limited government because it affords special treatment to San Antonio Water Systems that would not be afforded to other municipally owned water utilities.
