Bill Caption

Relating to a prohibition against the appropriation of money to settle or pay a sexual harassment claim made against certain members of the executive, legislative, or judicial branch of state government or their staff.

Fiscal Notes

No fiscal implication to the State is anticipated.

Bill Analysis

HB 1804 would prohibit the Legislature from appropriating money to settle or pay a sexual harassment claim made against a person elected to state public office, an appointee to state public office, or a member of their staff. State agencies would be prohibited from using appropriated money to settle or pay such claims.

Vote Recommendation Notes

Texas Action supports HB 1804 because it would prevent wasteful government spending. Individuals who work for the state government should pay sexual harassment claims out of their own pockets. Appropriating public money would create a perverse incentive and devalue the personal responsibility of the harassers.
