Bill Analysis

Under current law, certain bracketed fresh water districts have road district authority. HB 1796 would remove the bracketing parameters to allow all fresh water districts to have road district authority contingent on voter approval. HB 1796 would also allow debt free districts not levying ad valorem taxes to be divided into two new districts.

Vote Recommendation Notes

Texas Action remains neutral on HB 1796 as this bill does not impact our liberty principles.
