Bill Analysis

HB 1739 would prohibit a local government or person operating an airport on behalf of a local government from entering into an airport infrastructure or equipment contract with an entity that a federal court determines has misappropriated intellectual property or trade secrets, and that is owned, controlled, or subsidized by certain foreign governments. Such contracts must not exceed 99 years,

Texas Action supports HB 1739. It is within the proper scope of state government to prohibit or restrict public contracts with foreign entities that are determined to be enemies or adversaries of Texas and the United States and that infringe on the intellectual property rights of Texans.
