Bill Analysis

HB 1653 would allow certain areas that were exempt from municipal taxation for 20 years and that do not receive full municipal services or were annexed for limited purposes and have never received full municipal services to apply a formal process to disannex from their respective municipalities. 

Vote Recommendation Notes

In some annexed areas, residents do not receive full municipal services but have to pay the same tax as those who do receive full municipal services. HB 1653 would allow these areas to go through a process to disannex from the municipality. HB 1653 promotes limited government, property rights, and individual liberty. For these reasons, Texas Action supports HB 1653.
