Bill Analysis

HB 1646 would prohibit a health benefit plan issuer from changing an enrollee's benefit coverage of a prescription drug in a manner that negatively impacts the enrollee, on renewal of of the plan, from the coverage that had been agreed on upon the year prior.

Vote Recommendation Notes

Texas Action opposes HB 1646 because it violates the limited government and free market principles. While we sympathize with the bill's aim to protect Texans from sudden cost increases for prescription drugs, the state should not be in the business of mandating when and how insurance coverage changes.
