Relating to the review date for certain governmental entities subject to the sunset review process.
Estimated Two-year Net Impact to General Revenue Related Funds for HB 1600, Committee Report 2nd House, Substituted: an impact of $0 through the biennium ending August 31, 2023.
However, the bill could result in additional costs to the Sunset Advisory Commission and the state because the commission would conduct these 18 reviews in addition to the reviews for the 27 entities already scheduled to undergo Sunset review in the 2022-2023 biennium.
HB 1600 would change the date for expiration under sunset review for a variety of agencies, departments, foundations boards, and commissions from September 1, 2021 to September 1, 2023.
The bill would apply to the following: Department of Agriculture, the board of directors of the official Cotton Grrowers' Boll Weevil Eradication Foundation, Texas Animal Health Commission, Prepaid Higher Education Tuition Board, Credit Union Department and the Credit Union Commission, Texas Commission on Fire Protection, Texas Holocaust and Genocide Commission, Texas Economic Development and Tourism Office, Commission on Jail Standards, Office of State-Federal Relations, the board of trustees of the Teacher Retirement System of Texas, Anatomical Board of the State of Texas, Texas Commission of Licensing and Regulation and the Texas Department of Licensing and Regulation, State Board of Veterinary Medical Examiners, Texas Commission on Law Enforcement, Sunset Advisory Commission, Parks and Wildlife Department, and the Brazos River Authority.
Deferring sunset for these entities by two years does not affect our liberty principles. Each entity is still subject to sunset and the revised date is not too far into the future. We remain neutral on HB 1600.
