Bill Analysis

HB 159 would require that public school teacher certification training programs include instruction on how to interact with and teach students with disabilities, have limited English proficiency, and who come from diverse ethnic backgrounds. The bill details specific areas of knowledge and competency which would have to be demonstrated to earn or renew a teacher certification.

Vote Recommendation Notes

The legislature has specified numerous requirements for earning and renewing teacher certification in this state. While we are somewhat skeptical of their necessity, the addition of the requirements proposed by HB 159 do not necessarily conflict with our liberty principles so we remain neutral.
