Bill Analysis

HB 1588 would require that a health benefit plan that provides benefits for medical or surgical expenses incurred as a result of a health condition, accident, or sickness to provide coverage for scalp cooling for an enrollee who is undergoing or has undergone medical treatment for cancer and is determined by the enrollee’s treating physician to be appropriate.

Vote Recommendation Notes

Texas Action opposes HB 1588 because it violates the limited government and free market principles by placing another mandate on health insurance. The accumulation of many seemingly minor mandates is a significant factor in the exorbitant cost of health insurance.
