Relating to health benefit plan coverage of clinician-administered
drugs.
No significant fiscal implication to the State is anticipated.
HB 1586 would prohibit a health benefit plan issuer from requiring that, for a patient with a cancer or cancer-related diagnosis, a clinician-administered drug to be dispensed by a pharmacy or require that a clinician-administered drug or the administration of a clinician-administered drug be covered as a pharmacy benefit rather than a medical benefit.
Texas Action opposes HB 1586 which is out of alignment with our free market and limited government principles. The method of providing these insurance benefits should not be mandated by the state.
