Bill Analysis

HB 1575 would establish the uniform applicability of certain general good government provisions to each state agency subject to review by the Sunset Commission under the Texas Sunset Act. These provisions would include restrictions on who may serve as a public member of the agency's policymaking body, establish conflict of interest prohibitions, require the governor to designate a member of the policymaking body as the body's presiding officer, provide a specific process for removing a member, require a policy for uniform training requirements for members, require the policymaking body be separate from management, and require public testimony be allowed at meetings, and establish and maintain a complaint system.

Vote Recommendation Notes

It is the proper role of government to provide rules governing the state agencies it has created. The proposed good governance updates, if adopted, would be consistent with the principle of limited government therefore Texas Action supports HB 1575.
