Estimated Two­ year Net Impact to General Revenue Related Funds for HB14, Committee Report 1st House, Substituted : a negative impact of ($565,418) through the biennium ending August 31, 2023. The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill.

Bill Analysis

HB 14 would establish the Texas Electricity Supply Chain and Mapping Committee as a committee to map the state’s electricity and natural gas supply chain; identify critical infrastructure sources along the electricity and natural gas supply chain; establish best practices to prepare facilities that provide electric and natural gas service to maintain service in an extreme weather event and recommend oversight and compliance standards for those facilities and designate priority service needs to prepare for, respond to, and recover from an extreme weather event. 

Vote Recommendation Notes

Texas Action is neutral on HB 14 as it does not impact our liberty principles. The state certainly has a legitimate interest in maintaining the integrity of the electric grid and this particular proposal is not excessive in cost or regulation.
