Relating to supplemental information required for inclusion with a written statement of an individualized education program developed for certain public school students who received special education services during the 2019-2020 or 2020-2021 school year. 

Fiscal Notes

No significant fiscal implication to the State is anticipated. 

Bill Analysis

HB 144 would require a written Individualized Education Program Supplement for public school students who received special education services during the 2019-2020 or 2020-2021 school year.

The report would include information pertaining to the creation and completion of a child's Individualized Education Program (IEP), including information on whether special services related to the child's IEP during the school year were reduced, delayed or suspended and whether compensatory educational services are appropriate.

Vote Recommendation Notes

HB 144 does not appear to weigh on our liberty principles, therefore Texas Action remains neutral. That said, this bill does appear to be good public policy which may aid the ongoing education of students in special education programs and help them catch up from any education stall or regression they may have experienced due to COVID-19 related shutdowns.
