HB 1427 applies only to a health care vendor that contracts with this state, including with an agency of this state, to administer health benefits under the basic plans for Texas employees, Texas Public School Employees, Texas School Employees, employees of the UT system and Texas A&M University System group benefits, or the state Medicaid program.
