Relating to the operation of a transitional housing pilot program
by the Texas Department of Housing and Community Affairs.
No significant fiscal implication to the State is anticipated. It is unknown how much future funding would be available for
the Transitional Housing Pilot Program from the Ending Homelessness Fund (which
is funded by voluntary contributions). Nor is it known which counties, if any,
would receive grants under the program. Therefore, while a positive fiscal
impact on those counties receiving grants from the program is anticipated, the
extent of that impact, if any, cannot be determined at this time.
HB 1277 would allow the Texas Department of Housing and Community Affairs to fund the transitional housing pilot program using funds contributed to the Ending Homelessness Fund. The bill would also allow the department to operate the program in coordination with one or more counties or municipalities.
Texas Action is neutral toward HB 1277.
