Bill Analysis

HB 1262 would require, as part of the minimum curriculum requirements, the Texas Commission on Law Enforcement to require an officer's 40-hour statewide education and training program to include instruction on interacting with persons with Alzheimer’s disease and other dementias, including instruction on techniques for recognizing symptoms, communicating effectively, employing alternatives to physical restraints, and identifying signs of abuse, neglect, or exploitation.

Vote Recommendation Notes

Texas Action is opposed to HB 1262 on the principle of limited government. The value and necessity of such a course is best left to each individual political subdivision based on their unique circumstances. A statewide legislative mandate is not necessary.
