Bill Analysis

HB 1247 would require the Texas Workforce Commission, the Texas Education Agency, and the Texas Higher Education Coordinating Board to develop a strategic framework to encourage work-based learning in Texas. These organizations must submit a joint report to the legislature that defines "work-based learning opportunity", determines common language and quality standards for work-based learning opportunities, identifies student and adult learner skills and competencies that are aligned with industry demand and talent needs, aligns priorities and goals between agencies, and identifies any available federal funds and makes recommendations for use of these funds. After the report is submitted, these agencies would be required to implement any recommendations related to the use of federal funding opportunities.  

Vote Recommendation Notes

Texas Action opposes HB 1247 which does not align with limited government or free market principles. It is not the proper role of state government to get involved in these issues or work toward aligning education with industry demand and talent needs.
