The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill. 

Bill Analysis

HB 1190 would prevent the Department of Family and Protective Service from adding an individual's name to the central registry of individuals found to abuse or neglect a child unless a court of competent jurisdiction enters a final order in a civil, criminal, or juvenile proceeding in which the court finds the individual abused or neglected the child.

Vote Recommendation Notes

HB 1190 benefits the principles of individual liberty and limited government by limiting the ability of government to unilaterally place individuals on registries that can limit their civil liberties in society. Texas Action therefore, supports HB 1190.
