Relating to the requirements for meetings held and Internet websites developed by certain special purpose districts.

Bill Analysis

HB 1154 would require the Special Purpose District Public Information Database, a database managed by the comptroller's office, to include the internet address of a district if the district maintains an internet website, or websites used by the district when used to comply with certain governmental requirements.

The bill would also require certain special districts to post, on their website, the name of the special district, the name of each member of the governing body, information on terms of office of each member, contact information (including physical address, mailing address, and phone number), the rate of their ad valorem and sales and use tax, notice and minutes of public meetings, most recent financial audit, a link for the public to watch or hear board meetings and additional information about managing personnel.

HB 1154 would require rural area districts to designate a meeting place inside the district to hold quarterly meetings.

Vote Recommendation Notes

HB 1154 would improve government transparency of local governments by making certain information available online. For this reason, Texas Action supports 1154.
