No significant fiscal implication to the State is anticipated. 

Bill Analysis

HB 1069 would remove the liability of a government department in a civil action if a first responder uses their firearm on duty. Additionally, the bill would establish a training course for firearm safety for all first responders who choose to carry a handgun while on duty and require the first responder to have liability insurance.
