Relating to the use of promotoras and community health workers in Medicaid managed care.
No significant fiscal implication to the State is anticipated.
HB 105 would allow each Medicaid managed care organization
providing services under the STAR program to categorize services provided by
promotora or community health workers as a quality improvement cost, as
authorized by federal law, instead of as an administrative expense.
Texas Action is neutral on HB 105. According to the Legislative Budget Board the provisions of this bill are already allowed at HHSC and this bill would make no substantive change other than to statutorily provide an option already available to the agency.
