Relating to authorizing school districts to provide funding using money received under the Foundation School Program to community-based organizations for purposes of reimbursing private employers for paid internships provided to certain students in career and technology education programs in the district.

Bill Analysis

HB 1032 would give school districts the ability to enter into reimbursement contracts with community-based organizations to incentivize and facilitate paid internships with private employers, for the purpose of providing career and technology education to students. The bill would mandate various stipulations on such contracts including but not limited to mandating participating students be paid minimum wage.

Vote Recommendation Notes

Texas Action supports HB 1032 which would expand education opportunities for public school students to obtain real-world experience in career and technology programs without increasing the costs to taxpayers to subsidize the cost. This would enable participating students to pursue a path that does not necessarily include the traditional K-12 to higher ed pipeline while still preparing them to be well qualified for a career path after graduating high school.
