Relating to simplified certification and recertification requirements for certain persons under the supplemental nutrition assistance program.
No significant fiscal implication to the State is anticipated.
HB 1019 would implement a simplified certification and recertification of Supplemental Nutrition Assistance Program (SNAP) benefits for people at least 60 years old or those with a disability. This simplification would utilize a shortened application form, making the certification easier, and would allow individuals to remain eligible for benefits for 36 months. Individuals would be required to submit a change reporting form every 12 months during the 36-month period and report an increase in income. SNAP will use data matching to help enroll SNAP-eligible individuals in this section who are receiving Medicaid benefits.
HB 1019 would make administrative updates to certifying and recertifying eligible recipients of SNAP benefits. This does not appear to affect our liberty principles and Texas Action remains neutral on HB 1019.
