Bill Analysis

SJR 27 would amend the constitution so that the State is not liable for any debts or obligations of local retirement systems, and would prohibit the State from appropriating money for the debts or obligations of these systems. 


Vote Recommendation Notes

Texas Action recommends supporting SJR 27 because it promotes the principles of limited government. The State should not bear responsibility for municipalities' failure to pay these obligations. This amendment would increase accountability within those systems and protect Texas taxpayers statewide from the isolated mistakes of single municipalities.
