SB 982 would require the Texas Division of Emergency Management (TDEM) to develop a plan to increase the capabilities of local emergency shelters for the care of specialty populations during a disaster. More specifically, this plan would assist shelters in caring for medically needy populations that rely on equipment such as dialysis. Additionally, SB 982 would require TDEM to increase the awareness of local volunteer networks, including the Medical Reserve Corps (MRC), on the part of local governments during a disaster or emergency.
TDEM would be required to implement the provisions of this bill only if the legislature appropriates money specifically for that purpose. Otherwise, TDEM would be allowed to use other available appropriations to implement the provisions of the bill.
