Currently, all citrus propagated in Texas must comply with the Certified Citrus Budwood and the Certified Nursery Stock programs under the Agriculture Code. The Texas Department of Agriculture made a legal determination that, due to an inconsistency with the inclusion of "cuttings" in certain definitions related to citrus, the propagation or sale of citrus plants produced by rooted cuttings is prohibited.
SB 979 would include "cuttings" in the definitions of the words "citrus budwood" and "citrus nursery" to ensure that companies may produce citrus by rooted cuttings in addition to grafting or budding.
Texas Action supports SB 979 which would allow an otherwise prohibited agricultural practice. This is in alignment with limited government and free market principles.
