Fiscal Notes

No significant fiscal implication to the State is anticipated. 

Bill Analysis

SB 956 would establish a cyber security monitoring program to be managed by a contractor subject to rule-making authority by the Public Utility Commission. The bill would require the PUC to allow utilities to recover costs for associated with this program. 

Vote Recommendation Notes

We do not see a tangible connection between this bill and our liberty principles, therefore we remain neutral. That being said, the state does have a clear interest in maintaining the safety of our electric grid and cyber security is as large and growing concern that should be addressed.
