The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill. 

Bill Analysis

SB 71 would allow the attorney general to establish a statewide telehealth center for sexual assault forensic medical examination. It would expand access to sexual assault nurse examiners for underserved populations, as well as facilitate training and technical assistance to sexual assault examiners.

Vote Recommendation Notes

Texas Action recommends supporting SB 71 because it promotes limited government. A legitimate purpose of a limited government is to provide an effective and efficient criminal justice system, and SB 71 would promote this purpose by expanding access to sexual assault nurse examiners and consulting with expert prosecutors.
