The bill would make no appropriation but could provide the legal basis for an appropriation of
funds to implement the provisions of the bill.
SB 649 would mandate the Texas Commission on Environmental Quality to work with the Texas Economic Development and Tourism Office to produce a Market Development Plan on using recyclable materials as feedstock in processing and manufacturing. Also, it would require these entities to provide public education to help keep contaminants out of recycling.
Texas Action recommends opposing SB 649 because it violates principles of limited government. It is outside the core function of government to assist with market development or provide public education
on recyclable materials. If using recyclable materials as feedstock in processing and manufacturing is economically viable and will help create higher quality manufactured goods, industrious innovators and entrepreneurs will have plenty of profit incentive to study the issue and determine how best to use recyclable materials in this way.
