Bill Analysis

SB 626 is the sunset review bill for the Guadalupe-Blanco River Authority. The bill would extend the authority's operations to 2031 and would institute a host of recommendations from the Sunset Commission.

The bill would stipulate that the presiding officer of the board who is appointed by the governor serves at the pleasure of the governor, meaning the governor could replace the board president prior to the expiration of the board president's term of office. 

The bill would abolish a $25 per diem for board members while attending meetings. 

The bill would increase from $10,000 to $100,000 the amount of a contract which may be approved by a majority of members present at a meeting (provided a quorum is met) rather than a majority of the total board of directors. 

The bill would also transfer several functions from the Texas Water Rights Commission to the Texas Commission On Environmental Quality.

Texas Action remains neutral on SB 626 as it does not affect our liberty principles.
