Relating to the continuation and functions of the Texas Department of Motor Vehicles and to the operations of certain other entities performing functions associated with the department.

No significant fiscal implication to the State is anticipated.

Bill Analysis

SB 604 is the sunset legislation for the Texas Department of Motor Vehicles.  The Department's operation would be extended to 2031 with a host of changes, including more training requirements, hiring general counsel, creating a complaint system and alternative dispute resolution process, creating a fraud monitoring system for the department, and allowing county-assessors to allow online vehicle registration.  

In addition, the bill would create a study on imposing fees for alternatively fueled vehicles.

Texas Action remains neutral on SB 604 as it does not affect any of our liberty principles.
