Bill Analysis

SB 522 would replace the term "functionally blind" with language that more closely mirrors federal law. A visually impaired student would not need to take braille lessons if their admission, review, and dismissal committee determined that braille is not needed for the student. That determination would need to be backed by an evaluation of the student's appropriate literacy media and literacy skills, as well as the student's current and future instructional needs. Braille would have to be taught by teachers certified to teach visually impaired students. 

Vote Recommendation Notes

Texas Action remains neutral on SB 522 because it does not significantly affect our liberty principles.
