Relating to the permissible uses of the bilingual education allotment provided under the foundation school program.
No significant fiscal implication to the State is anticipated.
SB 451 would allow a district's bilingual education or special language allocation to be used for salary or salary supplements for teachers. Current law does not allow for the allocation to be used for a teacher's salary.
Texas Action recommends opposing SB 451 because it violates our principle of limited government. The intent of this fund is not to pay for a teacher's salary but to offset costs from having to train teachers and for supplies needed in the classroom. Tapping into the fund to pay for a teacher's salary could deplete the fund and leave classrooms without necessary supplies and materials.
