Bill Analysis

SB 422 would prohibit municipalities from imposing fines and fees in the extra-territorial jurisdiction of an area that has either been disannexed or where a municipal annexation attempt has failed because voters rejected the annexation. 

Vote Recommendation Notes

Texas Action recommends supporting SB 422 because it promotes individual liberty, property rights, and limited government. If voters rejected an annexation attempt, or the area has been disannexed, then the municipality should not hinder the rights of property owners in that extra-territorial jurisdiction by imposing fines and fees on them.
