Bill Analysis

SB 366 would require a lobbyist who spends more than 30 percent (reduced from 60 percent) of the amount of the legislative per diem for transportation, lodging, or food and drinks for a member of the legislative or executive branch, or an immediate family member, to file a detailed report. Also, if multiple lobbyists collaborate to make an expenditure that exceeds this limit, each lobbyist involved must report their expenditure. 

Vote Recommendation Notes

Texas Action supports SB 366 because it promotes limited government by increasing transparency between lobbyists and elected officials through additional expenditure reporting. It would also prevent groups of lobbyists from avoiding detailed reporting by extending the requirement to shared expenditures that exceed the threshold.
