According to the Legislative Budget Office, no significant fiscal implication to the state is anticipated.

Bill Analysis

SB 355 would require the Department of Family and Protective Services (DFPS) to develop a strategic plan to implement community-based care and foster care prevention services. The strategic plan would be required to identify a network of service providers to provide mental health, substance use, and in-home parenting support services for children at risk of entering foster care, and for their parents and caregivers, and for pregnant or parenting youth in foster care. 

The strategic plan would be required to identify resources necessary to implement community-based care and to coordinate that implementation with the implementation of foster care prevention services. 

The plan would be required to identify methods to maximize resources from the federal government and to streamline and reduce duplication of effort by each state agency, among other things. 

The department would be required to submit the plan to the governor, lieutenant governor, speaker of the house, and each member of the standing committees of both chambers of the legislature with primary jurisdiction over child welfare issues not later than December 30, 2019.

Vote Recommendation Notes

Texas Action remains neutral on SB 355 because it is an administrative bill which does not significantly affect our liberty principles.
