Bill Analysis

SB 254 would allow a court to appoint as a receiver for the purposes of rehabilitating buildings that are in violation of municipal code, an individual without a demonstrated record of rehabilitating properties if the municipality demonstrates that the individual is competent and able to fulfill the duties of a receiver. The bill is bracketed for El Paso. 

According to the author's statement of intent, there is a problem in El Paso with identifying receivers who meet the current statutory requirement and this bill would allow the city more options to find a competent person to fulfill the duties of a receiver.
