The Texas Higher Education Coordinating Board is required to provide assistance in the repayment of eligible student loans for eligible nurses as provided by this Act only if the legislature appropriates money specifically for that purpose. If the legislature does not appropriate money specifically for that purpose, the board may, but is not required to, provide assistance in there payment of eligible student loans for eligible nurses as provided by this Act using other appropriations available for that purpose.


Bill Analysis

SB 2300 would require the Higher Education Coordinating Board to provide student loan repayment assistance to nurses who work in a long-term care facility for up to five years. This bill would only take effect if the legislature appropriated money towards the program.

Vote Recommendation Notes

Texas Action recommends opposing SB 2300 because it violates our principle of limited government. It is not the proper role of government to repay an individual’s student loans. If there is a need for employees in a certain area, then market forces should provide a natural incentive to attract those employees; artificial incentives from the government are unnecessary.
