Relating to prohibiting certain transactions between a governmental entity and an abortion provider or affiliate of the provider. 

Fiscal Notes

No significant fiscal implication to the State is anticipated. 

Bill Analysis

SB 22 would prevent state and political subdivisions from using taxpayer dollars to fund abortion providers and their affiliates. Certain hospitals, physician offices that perform 50 or fewer abortions per year, and residency programs would be exempt.

In addition, the Attorney General would be authorized to issue an injunction on transactions between non-compliant governmental entities and abortion providers and affiliates, and recover reasonable attorneys fees and costs incurred.

Vote Recommendation Notes

Texas Action has maintained a policy of neutrality on purely social issues. While the legality of abortion is generally considered a social issue, public funding of abortion is not.

We have consistently opposed taxpayer subsidies for private enterprise across a wide spectrum of industries, and supported the reduction and elimination of existing subsidies which pick winners and losers in the marketplace and favor subsidized economic activity at the expense of other economic activity. For these same reasons, we support ending taxpayer subsidies for abortion. We support SB 22.
