Relating to the procedure for amending or revoking certificates of public convenience and necessity issued to certain water utilities. 

Fiscal Notes

No significant fiscal implication to the State is anticipated. 

Bill Analysis

Certificate of Convenience and Necessity is a monopoly granted to certain utility operators for exclusive rights to provide service to a certain area. This bill would update the process for landowners to withdraw from a CCN under certain circumstances and the process for any potential payments to the landowner required as part of that withdrawal. 

Vote Recommendation Notes

Texas Action remains neutral on SB 2272 as it does not affect our liberty principles.
