Relating to public school compliance with dyslexia screening, reading instrument requirements, and a requirement that a school district notify certain parents or guardians of a program providing students with reading disabilities the ability to borrow audiobooks free of charge.

Estimated Two-year Net Impact to General Revenue Related Funds for SB2075, Committee Report 1st House, Substituted: a negative impact of ($913,714) through the biennium ending August 31, 2021.

The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill.

Bill Analysis

SB 2075 would direct the Texas Education Agency (TEA) to audit and monitor school districts to ensure they are complying with state law to screen and treat students for dyslexia and related disorders. The TEA would also be required to identify problems school districts have complying with state law and to develop plans to help schools that are in noncompliance. 

Additionally, this bill would require the State Library and Archives Commission to provide audiobooks free of charge to students who have dyslexia or a related disorder.
