Bill Analysis

SB 2022 would authorize the board of the Harris County Hospital District to facilitate a health care provider participation program. The bill would authorize the board to collect revenue from federal funds.

Vote Recommendation Notes

The health care provider participation program would collect mandatory payments from hospitals based on net patient revenue to provide the nonfederal share of a Medicaid supplemental payment program. This would provide a mechanism for the intergovernmental transfer of funds in order for the city to draw down federal federal funds. Since this is largely a local issue that does not increase the cost of government or public debt, we remain neutral on SB 2022.
