Relating to the regulation of the prescribing and dispensing of controlled substances by veterinarians.
No fiscal implication to the State is anticipated.
Currently, wholesale distributors are required to report certain information to the Automation of Reports and Consolidated Orders System (ARCOS) of the federal Drug Enforcement Administration and to the Texas State Board of Pharmacy (TSBP).
SB 1947 would require the TSBP to make that information available to the State Board of Veterinary Medical Examiners (TBVME) for purposes of routine inspections and investigations regarding the distribution of a controlled substance by the distributor to a person in Texas.
This bill would also require veterinarians to complete two hours of continuing education related to opioid abuse and controlled substance diversion, inventory, and security every two years to renew their license.
Texas Action remains neutral on SB 1947 because it does not affect our liberty principles.
