Relating to the approval of certain private or independent institutions of higher education to participate in the tuition equalization grant program.
No fiscal implication to the State is anticipated.
SB 1680 would require the Higher Education Coordinating Board to approve a private or independent institution of higher education if they had previously been approved but currently do not hold the same accreditation as a public institution. These institutions would be required to be accredited by an accreditation board approved by the Coordinating Board, be a work college, and participate in a federal financial aid program.
This bill would effectively allow Paul Quinn College to rejoin the Texas Tuition Equalization Grant program for its eligible students. This grant is available to eligible students with financial need, who are enrolled at a private non-profit Texas college or university, and are required to pay more tuition than they would pay to attend a public institution.
Texas Action remains neutral on SB 1680 because it does not affect our liberty principles.
