Bill Analysis

SB 1613 would require elections not held on the November uniform election date to have more than 15 percent voter turnout to authorize the issuance of bonds or increase taxes. 

Vote Recommendation Notes

We support SB 1613 on the basis of limited government. If a political subdivision is going to raise taxes or bonds, a significant portion of the population should approve those tax hikes. This protects voters from having their taxes hiked in obscure elections that happen outside of the November election date and receive little attention or voter turnout.
