Relating to simplified certification and recertification requirements for certain persons under the supplemental nutrition assistance program.
No significant fiscal implication to the State is anticipated.
SB 1445 would require the Health and Human Services Commission to implement a simplified supplemental nutrition assistance program application and recertification process for households comprised only of seniors. More specifically, it would waive recertification interview requirements; require a simplified and reduced application form; and allow seniors to remain enrolled for 36 months. A senior described by this bill would be required to submit a change reporting form every 12 months during the 36-month period and report when the individual receives an increase in income. Seniors would be allowed to participate in initial and recertification interviews by telephone rather than in person if certain criteria are met.
SB 1445 would also implement data matching with Medicaid, allowing for identification of seniors who are eligible for the supplemental nutrition assistance program (SNAP).
Texas Action remains neutral on SB 1445 because it does not affect our liberty principles.
