SB 1378 would affect how medical schools that are planning new doctor programs plan for student enrollment. If the school, in its preliminary planning, establishes a different targeted long-term maximum student enrollment class size than what was in their proposed initial maximum class size, the school must provide to the Higher Education Coordinating Board a proposed increase in the number of first-year residency positions that would accommodate this change. Institutions would also be required to submit an updated plan if they experience a substantial increase in class size as well.
