Bill Analysis

SB 1370 would require an invoice submitted to a state agency under a contract for legal services to be submitted to the attorney general by the agency’s office of general counsel within 25 days of the date the agency receives the invoice. The attorney general must review the invoice to determine that the legal services for which the agency is billed are within the terms and scope of the legal services authorized by the contract. The bill would also require a payment under a contract for legal services owed by a state agency to be paid within 45 days, rather than 30 of when the agency receives an invoice.
