Relating to the adoption of uniform general conditions for building construction contracts entered into by school districts and the composition of the committee that reviews uniform general conditions.

SB 1297 would allow a school district to adopt uniform general conditions (UGCs) to be incorporated in all district building construction contracts. UGCs contained in construction contracts for public buildings are common across all projects, and are developed every five years by a statutory workgroup, then adopted by the Texas Facilities Commission. They include provisions relating to wage rates and other laws governing construction, general responsibilities of the owner and contractor, construction safety, quality control, payments, and dispute resolution, among other things. UGCs are intended to maximize efficiency of public funds during the contracting, planning, and construction of state buildings.
Texas Action supports SB 1297 because it promotes limited government by providing school districts better tools in improving efficiency and cost-savings when it comes to construction contracts.
